If you wrote The Jerk today, do you think the scene where he beats up the mobsters and describes himself as an N*****, would have made it to film?

I am aware of some acquaintences selling their stamps. They are literally selling or trading for drugs. How does one go about reporting them? I don't like these people. I know address but not last names. Information i have is second hand...hearsay, but info comes from someone i believe. They are not friends. They have kids and are taking food out of these kids mouths. Tennessee resident for reference.
