You could use the Office Lens app (now available on Windows 10 for free) to capture images and put those into OneNote (or PDF or Word or...)
You'll find Office Lens in the Windows App Store.

OneNote 2016 has tagging - though it's not exactly the same as Evernote's.
You can always implement your own ad-hoc tagging by using something like hashtags which you could put anywhere you like and then easily search with OneNote's built-in search functionality.

You could create a template (https://support.office.com/en-us/article/Create-or-customize-a-page-template-in-OneNote-2016-for-Windows-668194b0-3d50-42b9-b055-cd69ad412b02?ui=en-US&rs=en-US&ad=US) which has the rule lines then set that template to be the default template for all new pages in the sections on that notebook.
I should add the caveat that this requires the OneNote desktop app (OneNote 2016 currently).
