no the shelters not FOR the bombs, its for FROM the bombs.

Is there a concrete foundation or does everything just seem to be sitting on the ground? House have an existing basement?

Eh, probably just a shed then. Hope something cool is in there.

You could check the interior basement walls to see if there are any signs of an entrance to another room, though.
