Exactly this. I trained as an EMT, and the very first thing they that they drilled into us is "scene safely". It doesn't matter if we see someone bleeding out in front of us, you do not approach until you can do so safely

Oh man I loved the first one when I was young, but I could never beat the level where you only had 5 people and had to cross the whole map!
