Due to the atmospheric pressure on mars (averaging 610pa, i believe?), does this "liquid water" essentially drift between phases? I imagine it's only actually liquid in deep valleys and in warmer "weather", but is it fair to actually describe it as "flowing?".

I'm just finding it hard to imagine due to how close it is to the triple point.
