Also, the population of China is expected to increase by 200 million in the next 30-odd years, and they really don't want to waste farmland on sprawling suburbs. (Remember that China had a bad famine during the 'Great Leap Forward' where millions died of starvation just 40 years ago. They don't want another famine.) Building cities before they are needed may be viewed at a way of protecting fertile farmland.

Apparently it's a podcast that is hosted by this Tim guy. The name refers to the time of the show.
