What sort of monitoring is being performed?

That statement is not even remotely close to being accurate and cannot be validated by any statistical data.

Legislation isn't the answer in my opinion. It's firearms training and enforcement of the current laws.

First off...there's no way to know how many crimes are prevented if they're not reported or tracked.

Secondly, there are a lot more crimes which could have been prevented compared to accidents, but weren't because the victim was unarmed. Let's not forget those missed opportunities to protect oneself.
