The problem that I see is that there is a juxtaposition of the hippocratic oath to treat each patient the best for them, vs. the best treatment for the population. Many illnesses could be bacterial or viral, and many doctors will prescribe antibiotics first to potentially start the relief for the patient while they determine what it is. This is potentially better for the patient, but worse for the population.
