Riding on the side walk is illegal

According to the OP, this occurred on a college campus on a path nowhere near a road, which means it was almost certainly designed for both bikes and pedestrians.

It's also not illegal everywhere to ride on the sidewalk. In fact, even in places that do prohibit it the prohibition is often only for riders above a certain age.
