Yes but that's done with exposure to testosterone, so surgery is not required.
For the record, neither is voice feminization surgery, as voice training alone can significantly alter one's voice. (Though there are exceptions and those people would be the prospective patients, here.)

As a trans woman who has basically the same voice she's always had, someone else's transition goals don't affect me in anyway, and it's nowhere near offensive, everyone's goals are different and everyone's goals are valid. Accepting people for who they are is like lesson 1 in understanding people in the community.

Hi Dr. Mathews. I'm a trans woman who has successfully voice trained to a feminine voice, but I lose the nerve to do it properly when speaking to someone in person (as opposed to reading, or talking to myself). This has led to the majority of people I meet asking me to repeat myself as I was too quiet/timid/fast. Any advice?

So, I can only speak to my (bottom) surgeon, but her waiting list for just talking to her is over two years.
My vocal training waiting list was about 6 months.
