You might consider "Finish 2019 and plan 2020" or "Wrap up 2019 and plan 2020". The phrase wrap up has the sense of finishing off or completing.

After asking my question, I downloaded the booklet and looked through it. It seems like a good activity. However, you would need the right crowd.

I think that I might make copies of the booklet and give it as a New Year's "gift" that people can choose how to complete.
