Mr. Greenwald, the sheer breadth and depth of reporting you and your colleagues have done on the NSA and with the Snowden archive has been remarkable and history-changing, and I thank you for that!

My question: When the decision is made whether or not to publish more Snowden material, what are the most common criteria you find yourselves using when you choose not to publish?

I'm wondering how much of it is simply deemed too sensitive, or if it's other considerations like not being deemed important enough to report, if there's insufficient context, if it's too technically complex, or if there are simply some parts that no one can understand.
