Does this mean if I create blocks of solid carbon by sucking CO2 from the air I get a cut of the carbon tax?

Also, what if it turns out it's really methane that's causing the trouble and we've spent all this time and money on carbon. Also if I get paid to make carbon bricks what's to stop me from making a carbon generation / collection loop to get rich?
