How do you find the containment of outbreaks has evolved say in the last 25 years? I remember when ebola broke out in the early 90's in Africa, and it seemed like WHO handled the situation a lot more tightly then outbreaks in the intervening years.

I'm in curious how the rules hold up when the cause of a conflict are put forth by misinformation, and political gain? Can any persecutions be overturned if that was found to be the case? Do the rules of the Geneva convention account for lies?
