While I have limited knowledge on the subject, I have spoken with a university librarian (UC system) and they mentioned that 1) more open access journals means universities spend much less on subscriptions and 2) some university libraries are starting pilot funds to provide publication fees for labs with limited means. I have a feeling things are in the process of changing a lot.

Dr. Schekman, publications in prestigious journals are often used as the yardstick to measure faculty candidates, which seem to get more competitive each year. If you think that these journals aren't necessarily a great measure of good science (which I would agree), how do you judge faculty candidates? How would you encourage faculty search committees to judge candidates?
